A Safe Anchor for Brighter Futures
Atlas Children's Homes is a privately owned residential care provider dedicated to giving children and young people the stability, care and support they need to build brighter futures. We operate multiple purpose-built homes in the Norfolk area, offering therapeutic, trauma-informed care for children aged 7–17 with learning disabilities and/or emotional and behavioural difficulties.
Our organisation was founded on the belief that every child deserves a safe anchor in the community; somewhere they can feel held, valued and supported through the most challenging times of their lives. We aim to create a home where children can heal, grow and thrive.
Atlas Homes
Each Atlas home is purpose-built and thoughtfully designed to feel like a real home. With spacious en-suite bedrooms, modern kitchens, comfortable living spaces, and private gardens, our residents have room to grow, learn and be themselves. A consistent care team and the stability of their environment allow the children to form meaningful attachments, experience genuine belonging, and thrive in a supported setting.

Our approach centres on holistic care, encompassing the physical, emotional and educational needs of each child. Through stability of relationships, trauma-informed care and our belief in each young person's potential, we empower children to take steps toward achieving their aspirations.
Why Choose Atlas?
Atlas creates small, nurturing environments with a maximum of two children per home. We provide individual care and genuine relationships. Our PACE model ensures that every child is supported emotionally, as well as behaviourally.
Our homes are comfortable, safe spaces designed to feel like a real home and have a proven track record of achieving Good and Outstanding Ofsted ratings. We work collaboratively with families, social workers, education providers, and health professionals to achieve the best possible outcomes for each child.

Atlas Children's Homes is led by a highly experienced team of professionals who are passionate about making a real difference in the lives of children and young people.

Rachel Leslie
Responsible Individual
Rachel brings over 20 years of experience in children's social work and social care. She holds a Master's in Business Administration (2022), a Master's in Social Work (2004) and Level 7 in Leadership and Management (2022). Most recently, Rachel served as Director of Care for an East Anglia children's charity, where she held the role of Responsible Individual for a range of children's homes, short break services, a foster agency and a residential family assessment centre.
Rachel has worked closely with Simon Rouse for many years, and together they have achieved 100% Good and Outstanding Ofsted ratings across multiple regulated services, including a multi-building children's home.
Registered Manager
Simon Rouse
Simon has over 15 years of experience in residential childcare, beginning his career in 2007 at a social, emotional and behavioural difficulties (SEBD) school for boys, where he completed his NVQ Level 3 and became a team leader. He holds a Diploma Level 5 in Leadership and Management and a Certificate of Higher Education in Supporting Inclusive Learning and Practice.
Simon has worked across a range of childcare settings, including as a Deputy Care Manager, before becoming a Registered Manager in 2021. In early 2024, he took on the role of Head of Intensive Services, where he was instrumental in opening three new children's homes. His leadership is characterised by a commitment to high standards, therapeutic practice and consistency of care.
